Goa is the home of the Portuguese people of India — the first Indo-European state of Bharatvarsha and is the 25th state of the Republic of India. It is why we have the oldest state library in India and the Figueiredo mansion (1590) of Goa that is older than the Taj Mahal (1631).

Knowing the difference, makes all of the difference.

Carta De Lisgoa

Carta De Lisgoa is the civil promise of a Lisgoan duty that is born from the Articles of the Constitution of India and the Treaty Of Recognition, 1974.

Duty 1: Our culture is our soul

Every Lisgoan has the right and duty to protect, celebrate, and advance our cultural heritage. We will preserve our history, embrace innovation, and ensure our legacy thrives across generations.

Lisgoa is the soul name of Goa.

When a life is conceived in the womb, it is made in the image of God. However, by the time a life is born, they are revealed in the image of their parents. As we have understood so far, self-consistency is the technical term for the natural identity of life that is soul—which is between, anything and something anywhere and everywhere, all at once~God.

When a name is given to a newborn, it is an inheritance of the identity, experiences and preference of the parents. It is why it is called a given name, such as Goa. However, as with all independence stories, when a child learns to walk on its own two feet in the world, the conscious soul which seamlessly operates the body to understand its place and duty in life, eventually wonders; what would I have called myself at birth if I had to choose my name now that I know who I am, where I have been, and how I see me? This moment, this question, is universal to all conscious. As with Gandhi, he was given a name for his walk in our life—Mahatma, meaning great soul. However, it was not his given name at birth. We are inevitably renewed and distinguished by the process of soul name. Across Indian faiths, this is known as spiritual maturity or the beginning of the second life, before the next. More importantly, without this process of symbiosis between soul and life lived, we are never prepared enough to pick up the task of destiny that is also known as a person’s ‘soul call’ — also known as Article 29 of Human Rights.

In South Africa, Algoa Bay was the navigational swing point for the Portuguese to reach Goa. Although history debates the name of our state between the Portuguese revision and what it was called by the living inhabitants before the western settlers, today we can be certain that the soul name Lisgoa historically involves both Indo-European parents for the geographical body of land, whose borders remain ambiguous without the involvement of Lisboa within India.

Extracts from Mr. Francisco C Sardinha writings on Goa.

“Negroes of the United States, following the people of India, have demonstrated that nonviolence is not sterile passivity, but a powerful moral force which makes for social transformation....If this is to be achieved, man must evolve for all human conflict a method which rejects revenge, aggression and retaliation. The foundation of such a method is love.

I refuse to accept despair as the final response to the ambiguities of history. I refuse to accept the idea that the “isness” of man’s present nature makes him morally incapable of reaching up for the eternal “oughtness” that forever confronts him.”

Martin Luther King’s Acceptance Speech, on the occasion of the award of the Nobel Peace Prize in Oslo, 10 December 1964.

With the First Century approaching since our Independence, the second life for Niz Goenkar’s is due, dawning and calling. Without a soul name, we remain claimed by the perception of names given by draws of historical debates, instead of what we are ought to be. For our 56th amendment Act destiny we are ought to be a mahatma, collectively and individually.
To be at peace, is to refine old things to a sharper resolution. In a foreign tongue we call ourselves Goan, without realising that this is not specific to a culture of people within Goa. Broadly calling oneself Goan, is not perfect peace either.
As always, through soul searching the question of identity is revealed without resistance. If the soul name of Goa: hugs you, carries you in its womb, helps you relate to others who call themselves Lisgoans, makes you feel both Indian and Portuguese regardless of history, then the king, lord god, has called you (Niz Goenkar) by your name—Lisgoan. Isaiah 43:1.

A Poem about Goa

Promote the preservation of Lisgoa

Goa is more than just a place—it’s our home. It’s a place of history, culture, and identity. And if you qualify as a Lisgoan, it’s your heredity home too. Yet, despite its beauty, Goa’s quality of life is steadily declining. We’re no longer enjoying the standards of living we once had, nor are we experiencing the progress seen in other parts of the world. Many people see the issues facing Goa but unsure where to start to address them. However, at Lisgoa Biblioteca, we have a path and a constitutional right and a referendum right to be different and effective. With your contribution, we can help restore the promise and obligations of our constitution(s), treaties and Acts that allow for a full development of our societal personality. Every year, we will send you a progress report to show the tangible impact of your contribution. Your subscription will fuel real proof of life and quality.

Article 66 of Constituição da República Portuguesa

Environment and quality of life

Everyone has the right to a healthy and ecologically balanced human living environment and the duty to defend it.

Goa’s struggle isn’t isolated—many small states across India face similar challenges. These regions are under threat from internal colonisers: individuals and groups born within India, but who disregard the values of peace and identity that are the foundation of India. These modern-day colonisers, driven by ambition and corruption, are stripping away the essence of what makes villages of India unique. More importantly, they don’t have an European bone or heritage in their humanity. This is not the vision of India that Mahatma Gandhi and the freedom fighters fought for. They fought for an India that celebrated its villages, its local cultures, and the full development of its people. Lisgoans have fought and continue to fight within the Indian forces for the qualities of the India constitution. There is no way we will stop fighting for our Goan villages—even without a constitution. That is a Churchillian promise and duty towards our tribes and our families. For us. With or Without you. Not Against You.

Emblem PO-IN

Lisgoa: the home of Portuguese people of India.

The definition of what it means to be a niz Goenkar is to be reimagined for the purpose of action in preparation towards the coming age of Goa. The revision Lisgoa puts forward is that we are defenders of souls (God), not religion. Therefore, we must defend the reality that we need and want, with a truer spiritual approach to life by distancing from religion-first beliefs.
